a) Desirous/ eligible candidates must have to apply online through official website of the Commission http://www.hppsc.hp.gov.in/hppsc . Applications received through any other mode would not be accepted and summarily rejected.
b) The candidates, who wish to apply for more than one post, should apply separately for each post and will have to pay the requisite examination fees for each post in the prescribed manner.
c) After submitting the Online Recruitment Application(s) (ORA), the candidates are required to take a printout of the finally submitted Online Recruitment Application and submit the same along with requisite attested documents / certificates in support of their eligibility to the Commission on the day of Screening Test for the concerned post.

UPSC IAS 2019 Application Out for Civil Services Prelim Exam - Apply Here

UPSC has released the notification for Civil Services Preliminary Exam 2019. Aspirants who wish to join services like IAS, IPS, IFS etc can apply to appear for the Civil Services Exam (CSE) 2019.
The UPSC CSE Preliminary Exam will be conducted on June 02, 2019 (Sunday).

How to apply for UPSC Civil Services Preliminary Examination 2019?

Candidates are required to apply online by using the website https://www.upsconline.nic.in.
Candidates will be required to complete the Online Application Form containing two stages viz. Part-I and Part-II as per the instructions available in the above-mentioned site.
UPSC Civil services for IAS IPS IFS

The Online applications (Part I and II) can be filled from 19th February 2019 to 18th March 2019 till 18:00 Hrs.

Fees – Rs.100 for General/OBC (Male)

The candidates are required to pay a fee of Rs.100/- (Rupees One Hundred only).
SC/ST/ Female/Persons with Benchmark Disability candidates are exempted from payment of the fee.
The fees can be paid either by depositing the money in any branch of State Bank of India by cash, or by using net banking facility of State Bank of India or by using any Visa/Master/RuPay Credit/ Debit Card.

Age Limit – 32 for General; 35 for OBC; 37 for SC/ST

If your age limit is between 21-32 years (General Category) as on August 1, 2019, you can apply for the UPSC Civil Services Exam 2019. The upper age limit for OBC candidates is 35 years, while that of SC/ST candidates is 37 years.

Note: The Commission takes up verification of eligibility conditions with reference to original documents only after the candidate has qualified for Interview/Personality Test.

You need to upload Photo, Signature, and Photo ID card

  • Before start filling up of Online Application, a candidate must have his/her photograph and signature duly scanned in the jpg format in such a manner that each file should not exceed 40 KB and must not be less than 3 KB in size for the photograph and 1 KB for the signature.
  • Candidate should have details of one Photo ID Card viz. Aadhaar Card/Voter Card/PAN Card/Passport/Driving Licence/Any other Photo ID Card issued by the State/Central Government. The details of this Photo ID Card will have to be provided by the candidate while filling up the online application form. The candidates will have to upload a scanned copy of the Photo ID whose details have been provided in the online application by him/her. This Photo ID Card will be used for all future referencing and the candidate is advised to carry this Photo ID Card while appearing for Examination/Personality Test.

UPSC Syllabus – Civil Services Preliminary Exam

The Civil Services Preliminary exam comprises of two compulsory papers of 200 marks each (General Studies Paper I and General Studies Paper II). The questions will be of multiple choice, objective type. The marks in prelims will not be counted for final ranking, but just for qualification for the main exam.
The Commission will draw a list of candidates to be qualified for Civil Service (Main) Examination based on the criterion of minimum qualifying marks of 33% in General Studies PaperII of Civil Services (Preliminary) Examination and total qualifying marks of General Studies Paper-I of Civil Services (Preliminary) Examination as may be determined by the Commission.


  • Current events of national and international importance.
  • History of India and Indian National Movement.
  • Indian and World Geography – Physical, Social, Economic Geography of India and the World.
  • Indian Polity and Governance – Constitution, Political System, Panchayati Raj, Public Policy, Rights Issues, etc.

  • General issues on Environmental Ecology, Bio-diversity and Climate Change – that do not require subject specialization.

Whether there will be an optional paper for Mains 2019?

Yes, there is.
There is no change in the UPSC CSE Main Exam format – 4 GS Papers, 1 Essay Paper and 2 Optional Papers from one optional subject.

896 Vacancies for CSE; 90 Vacancies for IFoS

The number of vacancies to be filled on the result of the UPSC CSE 2019 is expected to be approximately 896.

This reported number is about 100 vacancies higher than the number of reported vacancies in 2018. In 2018, there were only 782 Vacancies for CSE and 110 Vacancies for IFoS.
The vacancies can increase, once additional data becomes available in the coming months.

What if you submit multiple applications?

  • Applicants should avoid submitting multiple applications. However, if due to any unavoidable circumstances, any applicant submits multiple applications then he/she must ensure that the applications with higher RID are complete in all respects.
  • In case of multiple applications, the applications with higher RID shall be entertained by the Commission and fee paid against one RID shall not be adjusted against any other RID.

Ensure that you give a valid Email ID

  • The applicants must ensure that while filling their Application Form, they are providing their valid and active E-mail IDs as the Commission may use electronic mode of communication while contacting them at different stages of examination process.
  • The applicants are advised to check their emails at regular intervals and ensure that the email addresses ending with @ nic.in are directed to their inbox folder and not to the SPAM folder or any other folder.

Six states signed agreement for Renukaji Dam Multipurpose Project on January 11, 2019

Six states- Uttar Pradesh, Haryana, Himachal Pradesh, Delhi, Rajasthan and Uttarakhand signed an agreement for Renukaji Dam Multipurpose Project on January 11, 2019. The project is aimed at meeting the drinking water needs of these states.

The agreement was signed in the presence of  Union Water Resources, River Development and Ganga Rejuvenation Minister Nitin Gadkari in New Delhi. All the six Chief Ministers were also present on the occasion
Renukaji Dam Multipurpose Project
Under the project, three storage projects are proposed to be constructed on the river Yamuna and two of its tributaries - Tons and Giri in the hilly regions of Uttarakhand and Himachal Pradesh.  These include:
- Lakhwar project on river Yamuna in Uttarakhand
- Kishau on river Tons in Uttarakhand and Himachal Pradesh
- Renukaji on river Giri in Himachal Pradesh
These three projects were conceived in 2008 and were identified as National Projects.
The 90 per cent funding of the cost of irrigation and drinking water component of these projects will be provided by the union government as central assistance.
The remaining 10 per cent cost of the irrigation and drinking water component will be borne by the beneficiary states.
Other Agreements
In addition to this, a concession agreement was signed for the Namami Gange projects for the city of Prayagraj under Hybrid Annuity Mode and One City One Operator Concept.
The Prayagraj Agreement was signed between U.P. Jal Nigam, NMCG and Prayagraj Water Pvt. Ltd.
Besides,  the states had already signed an agreement in respect of sharing of cost and benefits of Lakhwar project in August 2018.
A similar agreement is scheduled to be signed for the implementation of Renukaji Dam Project.
Renukaji Dam Project
  • The project has been conceived as a storage project on Giri River, a tributary of river Yamuna, in Sirmour District of Himachal Pradesh. It envisages construction of 148 M high rock filled dam for supply of 23 cumec water to Delhi and other basin states.
  • The project will also generate 40 MW of power during peak flow. It is proposed to be executed by Himachal Pradesh Power Corporation Ltd. (HPPCL). The live storage of Renukaji MPP is 0.404 MAF and total submergence area is about 1508 hectares in the territory of HP.
  • After the construction of the proposed dam, the flow of river Giri will increase by about 110 per cent, which will meet the drinking water needs of Delhi and other basin states up to some extent in the lean period.
  • The stored water of Renukaji Dam will be used by states such as UP, Haryana and the NCT of Delhi from Hathnikund Barrage, by NCT of Delhi  from Wazirabad Barrage and by UP, Haryana and Rajasthan from Okhla Barrage. 
  • The investigation works in respect of Renukaji dam project had begun in 1976.  However, due to some unavoidable reasons, the construction works could not be started.
Funding of the Project
  • The total cost of the project is estimated to be Rs 4596.76 crores, out of which the cost of irrigation and drinking water component would be Rs 4325.43 crores and the cost of power component would be Rs 277.33 crore.
  • The 90 per cent cost of irrigation and drinking water component of the project would be Rs 3892.83 crore, which will be provided by the Central government and rest 10 per cent, Rs. 432.54 crore, will be provided by the basin states.
  • The shares of these states Haryana, UP/UK, HP, Rajasthan and NCT of Delhi are 47.82 per cent, 33.65 per cent, 3.15 per cent, 9.34 per cent and 6.04 per cent respectively.
  • The Government of NCT of Delhi has agreed to fund 90 per cent of the cost of power component of the project.
  • For the investigation and land acquisition of the project, the Central government has released Rs. 446.96 crore, while Delhi has released Rs. 214.84 crore and Haryana government has released Rs. 25 crore till date. 
  • All the mandatory clearances in respect of Renukaji dam project except Stage-II forest clearance, invest clearance and approval from CCEA have been obtained.
Projects for Concession Agreement
The trans-Ganga and Yamuna areas in Prayagraj namely Naini, Phaphamau and Jhunsi currently do not have any sewage treatment facility and thereby pollute rivers Ganga and Yamuna.
The Prayagraj town already has a comprehensive sewerage network and sewage treatment facilities.
However, these are with different operators and without long term sustainable mechanism for Operation and Maintenance (O&M).
Accordingly, two projects have been sanctioned for sewage management in the trans-Ganga/Yamuna areas and O&M of existing sewerage assets costing Rs. 908.16 crore.
These projects will lead to creation of I&D network and 3 STPs of total capacity 72 MLD (Naini - 42 MLD, Phaphamau - 14 MLD and Jhunsi - 16 MLD) and O&M of all the sewerage assets for 15 years.
These two projects are under One City One Operator concept for implementation on Hybrid Annuity based PPP mode for the sewerage management of the town in sustainable and accountable manner and improve governance.
These projects would lead to creation of new capacity of 72 MLD, rehabilitation of 80 MLD, operation & maintenance of existing STPs of 254 MLD capacity and 10 Sewage Pumping Stations.
